January - March, 2023 : HSE Cases - Safety studies for HVJOC Ca Ngu Vang (CNV) Field development project  

HSEALL has awarded and successfully completed HSE Cases Safety studies for HVJOC - CA NGU VANG FIELD DEVELOPMENT - FEED SERVICE for CNV Back Pressure Reduction project:
1. Dropped Object study (DOS): The study analyzed potential impacts to the CNV WHP and subsea pipelines and structures by accidental dropped objects during construction and normal operation phases; Risks imposed to human safety and the platform's integrity have been assessed. The DOS has been performed by using HSEALL in-house H.QRA software.

2. Waste and Emission, Effluents Register (WEER): The objective of the Wastes and Emission, Effluents Register is to provide quantitative information on the Air emissions relevant to Greenhouse Gases (GHG) emissions, Air dispersion modeling of emissions from vents and exhausts, Wastewater discharges to sea (produced water, drainage/ sewage water etc.,), Expected solid waste generation; and Requirements and solutions for the protection of the environment meet government regulations and codes and standards of project.

The WEER is complied with environmental regulations of the Socialist Republic of Vietnam and appropriate national and international standards including those of the World Health Organization (WHO) and the International Convention for the Prevention of Marine Pollution from Ships (MARPOL) and relevant others.

January, 2023 : HAZID & HAZOP for CLJOC SuTuNau South (SNS)  

HSEALL has successfully performed the HAZOP & HAZID studies for CLJOC SNS LG Heater installation on STN-S WHP, SuTuNau oil field, Vietnam continental shelf.

Client: Cuu Long Joint Operating Company (CLJOC) and PV Engineering (PVE).  

 

November, 2022 - January, 2023 : HSE Compliance Audit and Consultancies for Harbour Energy (previously Premier Oil Vietnam Offshore B.V.)  

HSEALL has successfully performed the HSE Compliance Audit and Consultancy for Harbour Energy for their operations in 2022 and recommendations for improvements in 2023 are also proposed.

Client: Harbour Energy (previously Premier Oil Vietnam Offshore B.V. (POVO)).  

 

July, 2022 : Contract Renew of the HSE support services for Premier Oil Vietnam Offshore B.V.(POVO)  

Starting from 2016, HSEALL has been entrusted by POVO, a leading oil and gas producer, to provide comprehensive HSE compliance audit service, with the scope encompasses occupational safety, technical safety, environmental protection, wastes and emissions, occupational health and hygiene, chemical and hazardous material safety, firefighting, oil spill response plan and emergency preparedness.

In this July 2022, the contract of HSE support services has been renewed for another 02-years, i.e. continued the successful story between POVO and HSEALL!

June, 2022 : HSE Compliance Audit services for BOSCH Vietnam  

HSEALL has been entrusted by BOSCH and TUV NORD to perform comprehensive HSE compliance audit service, with the scope encompasses occupational safety, technical safety, environmental protection, wastes and emissions, occupational health and hygiene, chemical and hazardous material safety, firefighting, oil spill response plan and emergency preparedness.

The Services have been awarded for BOSCH manufacturing plant in Long Thanh, BR-VT province, and have been extended to BOSCH Ho Chi Minh.

Client: BOSCH Vietnam and TUV NORD.  

 

January, 2022 : Quantitative Risk Assessment (QRA) for Hai Phong 1 & 2 Thermal Power plants  

HSEAll has been awarded the QRA study for Hai Phong 1 & 2 Thermal Power plants, Hai Phong province, Vietnam. In cooperation with a HSEAll strategic partner, ISTC, the QRA study has been performed using the software H.QRA, developed by HSEALL. The risk calculations and results by the H.QRA software has been presented to the Authority - MOIT Industrial Safety and Environment Agency (iSEA), MICCO, and ISTC.

The QRA reports for Hai Phong 1 & 2 Thermal Power plants have been accepted by the Authority (iSEA - Industrial Safety & Environment Agency).

December, 2021 : HSE Compliance Audit services 2021 - Premier Oil Vietnam Offshore B.V.(POVO)  

Starting from 2016, HSEALL has been entrusted by POVO, a leading oil and gas producer, to provide comprehensive HSE compliance audit service, with the scope encompasses occupational safety, technical safety, environmental protection, wastes and emissions, occupational health and hygiene, chemical and hazardous material safety, firefighting, oil spill response plan and emergency preparedness. The legal register for audit contain all requirements of current Vietnamese regulations on HSE, as well as all mandatory obligations set out by officially approved Environmental Impact Assessment, Safety Management Plan, Oil Spill Response Plan, and more.

December, 2021 : Quantitative Risk Assessment (QRA) study for Mong Duong 2 Thermal Power Plant  

HSEAll has successfully completed QRA study for Mong Duong 2 Thermal Power Plant, Quang Ninh province, Vietnam. Mong Duong 2 TPP is operated by AES Mong Duong (https://aesmongduong.vn) with high operation standards and requirements. In cooperation with a HSEAll strategic partner, ISTC, the QRA study has been performed using the software H.QRA, developed by HSEALL. The risk calculations and results by the H.QRA software has been presented to the Authority - MOIT Industrial Safety and Environment Agency (iSEA), AES Mong Duong TPP.

The QRA report for Mong Duong 2 TPP has been
satisfactorily accepted by AES Mong Duong; and then approved by the Authority (iSEA - Industrial Safety & Environment Agency).

April - May, 2021 : Hazard and Operability (HAZOP) studies for PVOIL Nghi Son Terminal project  

HSEALL has successfully performed the HAZOP studies for PVOIL Nghi Son Terminal (NST). The NST is for receiving and storing gasoline and diesel oil from the Nghi Son Refinery Plant (NSRP); then processing and distributing to Vietnam market.
Due to COVID-19, the meeting and workshop have been implemented ONLINE, with HAZOP teams at HCM city's and Nghi Son province's ends.
- The purposes of the HAZOP studies are to review the potential hazards and operability of the design, tie-in and future operations of NSRP and NST. The coordination procedures are also reviewed and discussed to ensure safe and smooth operations.
- The HAZOP Close-out report has been prepared: short-term actions have been followed up and closed properly; long-term actions have been advised for PVOIL further planning.

January, 2021 : Hazard and Operability (HAZOP) studies for PVCFC Ca Mau Fertilizer Plant (CMFP) projects  

HSEALL has successfully performed HAZOP studies for 03 process facilities modifications of CMFP, as follows:
1. LTS Optimization: additional Heat Exchanger to be designed & installed;
2. CO2 Cooler system optimization: additional Heat Exchanger to be designed & installed;
3. Extra-high Pressure Steam (EHS) Optimal Modification.

The purposes of the HAZOP studies are to review the potential hazards and operability of the design and future operations of these above systems optimizations, in the overall CMFP operations!

Client: PetroVietnam Ca Mau Fertilizer Joint Stock Company (PVCFC).

HSEAll has been awarded the QRA study for MICCO Thai Binh - Amoni Nitrat manufacture plant, Tien Hai, Thai Binh province, Vietnam. In cooperation with a HSEAll strategic partner, ISTC, the QRA study has been performed using the software H.QRA, developed by HSEALL. The risk calculations and results by the H.QRA software has been presented to the Authority - MOIT Industrial Safety and Environment Agency (iSEA), MICCO, and ISTC.

HSEAll has been awarded the QRA study for MICCO Viet Bac industrial explosives factories and warehouses, Uong Bi, Quang Ninh province, Vietnam. In cooperation with a HSEAll strategic partner, ISTC, the QRA study has been performed using the software H.QRA, developed by HSEALL. The risk calculations and results by the H.QRA software has been presented to the Authority - MOIT Industrial Safety and Environment Agency (iSEA), MICCO, and ISTC.

The QRA report for MICCO Viet Bac industrial explosives factories and warehouses has been accepted by the Authority (iSEA - Industrial Safety & Environment Agency).

HSEAll has been awarded the QRA study for Mông Dương 1 Thermal Power Plant, Quang Ninh province, Vietnam. In cooperation with a HSEAll strategic partner, ISTC, the QRA study has been performed using the software H.QRA, developed by HSEALL. The risk calculations and results by the H.QRA software has been presented to the Authority - MOIT Industrial Safety and Environment Agency (iSEA), EVN Mông Dương 1 Company, and ISTC.

The QRA report for Mong Duong 1 TPP has been approved by the Authority (iSEA - Industrial Safety & Environment Agency).

December, 2020 : Pipelines Integrity Management (PIM) - Updated Risk-Based Inspection (RBI) plans for Bien Dong POC subsea pipelines  

HSEALL has participated in the PIM - Updated RBI plans for BienDong POC subsea pipelines, including 12" Well Fluid pipeline (20km) and 20" Gas export pipelines (44km).
The updated RBI plans for the 02 pipelines have been approved by the Vietnam's Register (VR).

Client: Bien Dong Petroleum Operating Company (BDPOC) and Bureau Veritas Vietnam.  

 

November, 2020 : Hazard Identification (HAZID) and Hazard and Operability (HAZOP) studies for ThiVai LPG terminal Re-arrangement project  

HSEALL has been awarded the HAZID and HAZOP studies for ThiVai LPG terminal Re-arrangement project. PVGAS ThiVai Storage Terminal (TVST) has been selected for strategic developments of LNG receiving, storage and delivery capabilities in the South of Vietnam. This TVST re-arrangement project is the first step of the development plan.
The HAZID and HAZOP studies are analyzing the LPG/LNG Safety and Operability issues against the re-arrangement and new layout designs of the TVST.

September - October, 2020 : Process Safety Management (PSM) system development project for PetroVietnam Gas Corporation (PVGAS).  

PVGAS, one of the best Oil & Gas corporation in Vietnam, plans to develop its PSM system; PSM system is of vital importance to prevent/manage the Major Accidental Events (MAEs) from its Gas plants and installations. HSEALL has been engaged in PSM Auditor for Mechanical Integrity system element

Client: PetroVietnam Gas Corporation (PVGAS) and Bureau Veritas Vietnam.  

 

August, 2020 : Hazard Identification (HAZID) and Hazard and Operability (HAZOP) studies for new LNG pipelines located in Phu My 3 industrial zone  

HSEALL has been awarded the HAZID and HAZOP studies for new LNG transportation pipelines located in Phu My 3 IZ, Vung Tau, Vietnam. The LNG pipelines will supply natural gas to industrial plants in Cai Mep port and Phu My 3 zones. 

Client: PetroVietnam Gas Corporation (PVGAS) and EPC company.

HSEALL has been awarded the HIRA study services for the Mercury Removal/Absorbent Unit, located on ”Lewek Emas” (FPSO), operated by Premier Oil Vietnam Operations (POVO), Chim Sao field in Block 12W, Vietnam continental shelf.

January, 2020 : ISO 14001:2015 training for Dongjin Textile Vietnam.  

HSEALL has successfully provided the ISO 14001:2015 training course to the management and technical staffs of Dongjin Textile Vina. The ISO 14001:2015 training course, on January, 2020, has been recorded as excellent performances with great positive feedbacks from the participants.

August, 2019 : Hazards and Operability (HAZOP) studies for PVCFC Ca Mau Fertilizer Plant MP Vent Gas Recovery system - Ca Mau, Vietnam.  

HSEALL has been awarded the Hazards and Operability (HAZOP) study for PVCFC Ca Mau Fertilizer Plant (CMFP) new MP Vent Gas Recovery system. The project is profitable in recovering and collecting fuel gases, in Urea production, and re-using it economically in Ammonia production.

August, 2019 : Hazards and Operability (HAZOP) studies for PVCFC Ca Mau Fertilizer Plant (CMFP) CO2 Recovery system - Ca Mau, Vietnam.  

HSEALL has been awarded the Hazards and Operability (HAZOP) study for PVCFC Ca Mau Fertilizer Plant (CMFP) new CO2 Recovery system. The project is very commercially profitable in recovering, collecting and selling commercial CO2 to external clients; as well as helpful in Global warming protection.

July, 2019 : Quality Control Circle (QCC) training for Fujitsu Vietnam.  

HSEALL has successfully delivered the QCC training course to the management staff of Fujitsu Vietnam. The 2-days QCC training course, on 11th - 12th July, 2019, has been recorded as excellent performances with great positive feedbacks from the participants.

June - July, 2019 : Hazards and Operability (HAZOP) Review studies for Heineken Vietnam (HVN) - Vung Tau plant - KLE Boilers system.  

Continuing for the Operational phase, HSEAll has been awarded the Hazards and Operability (HAZOP) Review study for Heineken Vietnam - Kinh Luan boilers system located in My Xuan A industrial zone. The boilers system supplying steam to the whole plant operations is considered as high risk section and therefore the HAZOP Review study has focused on revalidating the HAZOP recommendations proposed by previous HAZOP in December 2018 (see below) and operational issues to improve safe operations of the boilers system. This HAZOP Review 4-days workshop has been performed in compliance with the requirements by worldwide Heineken HAZOP handbook.

June, 2019 : Hazards and Operability (HAZOP) study for CuuLong Joint Operating Company (CLJOC) Simultaneous Water And Gas (SWAG) project.  

HSEAll has been awarded the Hazards and Operability (HAZOP) study for CLJOC SWAG injection project. The SWAG project aims to strengthen oil collection and production in SuTu oild fields, Vietnam continental shelf; and the HAZOP workshop is to identify hazards and operability issues, and effectively manage the imposed risk.

May - June, 2019 : CuuLong Joint Operating Company Pipelines Integrity Management (PIM) Review workshop.  

HSEAll has been awarded the subsea Pipelines Integrity Management (PIM) Review service for CLJOC subsea pipelines networks (22 pipelines), SuTu oil fields, Vietnam continental shelf.

The PIM Review Scope of Works:
a. Directions and preparations for the PIM workshop based on the 2015 RBI study for CLJOC subsea pipelines and its result;
b. Provision of the facilitation services for the PIM review workshop: including provisions of the professional Facilitator and Scribe for the workshop;
c. Develop and submit the professional PIM Review report.

The PIM Review workshop was chaired by HSEALL Facilitator, with the participations of the Vietnam's Register (VR) representatives and CLJOC disciplinary engineers. The PIM Review report is successfully accepted by the Vietnam's Register (VR).

August - December, 2018 : Quantitative Risk Assessment (QRA) study for Cẩm Phả Thermal Power Plant  

HSEAll has been awarded the QRA study for Cẩm Phả Thermal Power Plant, Quang Ninh province, Vietnam. In cooperation with a HSEAll strategic partner, ISTC, the QRA study has been performed using the software H.QRA, developed by HSEALL. The risk calculations and results by the H.QRA software has been presented to the Authority - MOIT Industrial Safety and Environment Agency (iSEA), EVN Cam Pha TPP, and ISTC.

The QRA report for Cam Pha TPP has been approved by the Authority (iSEA - Industrial Safety & Environment Agency).

Client: Industrial Safety Technical Aid Center (ISTC) and EVN Cẩm Phả Thermal Power Plant (Cam Pha TPP).  

 

December, 2018 - Jan. 2019: Hazard Identification (HAZID), Hazards and Operability (HAZOP) and Safety Integrity Level (SIL) studies for NamConSon 2 Gas Pipelines project, offshore and onshore sections.  

HSEAll has been awarded the HAZID, HAZOP and SIL studies for NamConSon 2 pipelines project, both offshore and onshore sections and GPP2 plant, as follows:

- NCS2 Offshore section: approximately 325.5km, 26 inches to transport 2-phase gas with the designed capacity is 18.89 million m3 of gas and 349.49 tons of condensate/ day: HAZID and HAZOP reports and Close-out reports, and SIL report;

- NCS2 Onshore section: approximately 9km 26” pipeline from landfall point at Long Hai to GPP2 and about 30km 30” pipeline for transportation of sale gas from GPP2 to Phu My GDC: HAZID and HAZOP reports and Close-out reports, and SIL report;

Client: PVGAS and PetroVietnam Engineering Corporation (PVE).   

 

December, 2018 - January, 2019 : Hazard Identification (HAZID) and Hazards and Operability (HAZOP) studies for Nghi Son Refinery Plant (NSRP) Tie-in of new metering skids and pipelines to PVOIL and modification of pumps minimum flow lines project  

HSEAll has been awarded the HAZID and HAZOP studies for Nghi Son Refinery Plant (NSRP) Tie-in project.  NSRP has planned to connect NSRP's product storage to PVOIL terminal through pipeline system. Four (04) pipelines to transport Gasoline RON 92, Gasoline RON 95, Premium Diesel Oil and Regular Diesel (the Products) respectively, will be installed to export the Products from NSRP's product storage to PVOIL terminal. One (01) additional pipeline will be also installed to export Jet A1 from NSRP’s product storage to key trader’s terminal in future.

December, 2018 : Hazards and Operability (HAZOP) studies for Heineken Vietnam Brewery (HVB) - Vung Tau plant - Boilers system.  

HSEAll has been awarded the Hazards and Operability (HAZOP) study for HVB Vung Tau plant - boilers system. The boilers system supplying steam to the whole plant operations is considered as high risk section and therefore the HAZOP focused on design and operation deviations to improve safety of the boilers system. This service is included HAZOP training for Kinh Luan and HAZOP workshop for the boilers system itself.

September, 2018 : Pipelines Integrity Management (PIM) training course for Vietsovpetro.  

HSEAll has been awarded the PIM training for Vietsovpetro. The 4-days PIM training course includes basic principles for subsea Pipelines Integrity Management and methodology for Risk-based Inspection planning of subsea pipelines.

Client: Bureau Veritas and Vietsovpetro.  

 

June, 2018 : Process Hazard Analyses (PHA), Hazard Identification (HAZID) and Hazards and Operability (HAZOP) studies for SC JOHNSON FACTORY - Vietnam.  

HSEAll has been awarded the PHA HAZID & HAZOP studies for the LPG system in SC JOHNSON FACTORY - No 1, Street No 9, Song Than Industrial Zone No. 1, Di An, Binh Duong, Vietnam. The HAZID & HAZOP studies have been performed in compliance with SC Johnson corporate requirements and in accordance with ISO 17776 and IEC 61882:2016 alternatively.

April, 2018 : Hazards and Operability (HAZOP) report for CuuLong Joint Operating Company (CLJOC) Adhoc Engineering study for ST-3PST Tie-in project.  

HSEAll has been awarded the Hazards and Operability (HAZOP) study CLJOC Adhoc Engineering study for ST-3PST Tie-in project, SuTuTrang oil field, Vietnam continental shelf.

Client: Cuu Long Joint Operating Company (CLJOC) and Petrovietnam Engineering Corporation (PVE).  

 

April - December, 2018 : Hazards Identification and Hazards and Operability (HAZOP) studies for Vung Ang 1 thermal power plant.  

HSEAll has been awarded the Hazards and Operability (HAZOP) studies for Thermal Power Plant Vung Ang 1. It is 3-months HAZOP study and the Scope of Works can be described as follows:

- Safety/Process Safety Management and HAZOP training courses for the staff of Petrovietnam Power Corporation and Thermal Power plant Vung Ang 1;

- HAZOP workshop and studies for the Thermal Power plant Vung Ang 1;

November, 2017 : Environmental Support services for Premier Oil Vietnam Offshore B.V. (POVO)   

Continuing the success of the HSE Legal Compliance services in 2016 - 2017, Premier Oil Vietnam Offshore (POVO) has further awarded the Environmental Support service to HSEAll for another 02-years period (November 2017 - November 2019), for Block 12W, Offshore Vietnam.  

From November 2017 to November 2019, HSEALL shall provide the following Scope of Works upon POVO's call-out request:

- Development, assistance to Company in evaluating compliance and performance of compliance audits and review onshore and offshore Company facilities, supply bases and offices;

- Reviewing and advising on the implication of regulatory updates;

- Reviewing and advising on new and existing HSES legislation and commitments particularly with reference to Company statutory submissions, map compliance points in terms of data, records, reporting and training requirements; and;

- Ensuring reporting requirements are identified including body to whom reporting is made and when (normal/abnormal);

- Identifying data to be collected and what are records kept/reported and reference standards required;

- Identifying any required performance criteria (to enable Company to confirm they are incorporated into Company operational procedures);

- Drafting or reviewing procedures as required;

- Assist in revising monitoring and measurement plan and develop procedure(s) to cover elements not included in the plan to ensure compliance with requirements;

- Providing training and updates on developments in environment regulations.  

- Provide training/awareness on developments in HSE system regulations.

August, 2016 : Health-Safety-Environment Legal Compliance services for Premier Oil Vietnam Offshore B.V. (POVO)   

HSEAll has been awarded the HSE Legal Compliance services for Premier Oil Vietnam Offshore (POVO) within 01 year period (Aug. 2016 - Aug. 2017). HSEALL shall provide the following Scope of Works upon POVO's call-out request:  

- Review and advise on the implication of regulatory updates;

August, 2014 : HSEAll Condition Monitoring System Software - H.CMS version 1.1S has been licensed to Bureau Veritas Vietnam Ltd.

As the development of Asset Integrity Management (AIM) services, HSEAll has developed H.CMS software tool for Condition Monitoring of process static equipment. The main features of H.CMS can be seen here

Bureau Veritas Vietnam Ltd. has found that the H.CMS software is suitable for its Asset Integrity Management and Integrity Risk Assessment services for Petrovietnam Phu My Fertilizer Plant (PMFP). Then the H.CMS software version 1.1S has been used as the tool for Integrity Risk Assessment of PMFP process static equipment.

The H.CMS 1.1S has been licensed to Bureau Veritas Vietnam Ltd. for 2-years period, from September 2014 to September 2016, with appropriate IT technical supports.

March, 2014 : Quantitative Risk Assessment (QRA) Studies for Offshore  RBDP-A platform, Ruby Oil Fields.  

Petronas Carigali Vietnam Limited (PCVL) is the operator of Ruby Field which is located approximately 155km East of Vungtau City and in the Southern Western area of Blocks 01 & 02, Mekong Basin. Currently, the Ruby Field includes 02 Wellhead Platforms RBDP-A and RBDP-B, and a FPSO Ruby II. The FWS from RBDP-B is routed to RBDP-A via a 10-in subsea pipeline. The commingled RBDP-A and RBDP-B is then transferred to Ruby II FPSO for processing and export. 

Recently, the artificial lift is necessary and RBDP-A has been modified to receive the the lift gas from RBDP-B. The Scope of works includes modification on RBDP-A and RBDP-B topsides, installation of new 4" flexible pipeline to deliver gaslift from RBDP-B to RBDP-A. Therefore, the previous QRA study must updated and its Scope of Works covers:

- Updated QRA Study for new gaslift section on RBDP-A;

- QRA Study for new the subsea 4" flexible gaslift pipeline: the software tool H.QRA for Subsea pipelines has been used for risk analysis of the pipelines. The main features of H.QRA for Subsea pipelines can be seen here

July, 2013 : Safety Integrity Level (SIL) Studies for Su Tu Trang Wellhead Platform (STT WHP)  Production Debottlenecking - Stage 2.

Cuu Long Joint Operating Company (CLJOC) intends to develop STT WHP Production Debottlenecking - Stage 2 to increase the production capacity from 50 to 60 MMSCFD. The EPC contract was awarded to PetroVietnam Engineering Corporation (PVE); and HAZID, HAZOP & SIL package was awarded to SEN Consultant Ltd.

The HAZID, HAZOP & SIL studies package has been awarded to SEN Consultant Ltd. and HSEAll SIL Facilitator has been selected by PVE and SEN Consultant Ltd.

The scopes of SIL studies for STT WHP Production Debottlenecking – Stage 2 are: SIL classification & workshop facilitation for Su Tu Trang WHP Production Debottlenecking – Stage 2: the workshop was in Jul, 2013, following HAZID&HAZOP workshops

During the SIL studies, HSEAll SIL facilitator was working in cooperation with PVGas, PVE, and other SEN HAZID&HAZOP consultants to review the designs and improve Safety Integrity Levels of the Pipelines system. The final SIL reports have been satisfactorily accepted by both CLJOC, PVE and SEN.

March, 2012 - December, 2012: Safety Integrity Level (SIL) Studies for Nam Con Son 2 Gas Pipelines Project.

Petrovietnam Gas Corporation (PVGas) intends to develop the second Gas Pipelines from offshore Nam Con Son basin to Dinh Co, onshore Vietnam. The EPC contract was PetroVietnam Engineering (PVE); and HAZID, HAZOP & SIL studies package was awarded to Bureau Veritas Vietnam Ltd..

The HAZID, HAZOP & SIL studies package has been awarded to Bureau Veritas Vietnam; and HSEAll SIL Facilitator has been selected by PVGas, PVE and Bureau Veritas Vietnam.

 The scopes of SIL studies for NCS2 project are:

1. SIL classification & workshop facilitation for offshore pipelines section: the 1st workshop was in March, 2012, following HAZID&HAZOP workshops;

2. SIL classification & workshop facilitation for onshore pipelines section: the 2nd workshop was in December, 2012, following HAZID&HAZOP workshops.  

During the SIL studies, HSEAll SIL facilitator was working in cooperation with PVGas, PVE, and other Bureau Veritas HAZID&HAZOP consultants to review the designs and improve Safety Integrity Levels of the Pipelines system. The final SIL reports have been satisfactorily accepted by both PVGas, PVE and Bureau Veritas Vietnam.

August - September, 2012: 02 Training Courses "Process Hazard Assessment using the HAZID & HAZOP Techniques" for Cuu Long Joint Operating Company (CLJOC) staff engineers.

Petrovietnam University (PVU) requested HSEAll to cooperate and provide 2 training courses "Process Hazard Assessment using HAZID & HAZOP techniques for CLJOC staff engineers. The 4-days training course contents have been designed as follows:

- Day 1: Modern Safety Management System and HAZID Technique, Methodology and Practices;

- Day 2- 4: HAZOP Technique, Methodology and Practices.

The Training Courses also provide good and comprehensive exercises to the participants. At the end of the courses, the comprehension and understanding of the participants have been evaluated by a multiple choice test. The 02 courses have been highly evaluated by both PVU and CLJOC.

February - May, 2012: Quantitative Risk Assessment (QRA) Study for Offshore H4-WHP Platform, Te Giac Trang Oil Fields.

Hoang Long Joint Operating Company (HLJOC) is now operating the Te Giac Trang (TGT) Field located in the northern part of Block 16-1, in the Cuu Long Basin, around 100 km southeast of Vung Tau, 20 km northwest of the Bach Ho Field and 35 km west of the Rang Dong Field, Offshore South East of Vietnam. TGT Field development consisted of two unmanned wellhead platforms (H1-WHP & H4-WHP) and one FPSO. Phase 1 of TGT field development has been completed with the production of the H1-WHP and FPSO ARMADA. Phase 2 of TGT field development will involve the joining of H4-WHP to TGT production.

The scope of this QRA Study included evaluation of the risks of fatality posed to personnel working on the TGT Field H4-WHP during normal operations only. The analysis carried out was limited to estimation of personnel risk associated with travel to, from and operations on the H4-WHP and associated pipelines (up to the limits of the defined Marine Exclusion Zone (MEZ) of the platform).

During the QRA Analysis, all relevant Operation factors have been reviewed and incorporated into Risk analysis and calculations. The  Individual Risk Per Annum (IRPA) of Operation, Maintenance, and Well Intervention teams, have been analyzed and quantified. Also, the Risk Reduction measures for H4-WHP are also recommended. The final QRA report has been satisfactorily accepted by the Client.

August - October, 2011: Update Quantitative Risk Assessment (QRA) Study for Offshore WHP-E1 Extension Project, Rang Dong Oil Fields.

Japan Vietnam Petroleum Company Limited (JVPC) has installed and operated WHP-E1 in Rang Dong Oil Field since Q4, 2002. To accelerate oil recovery from Rang Dong field, JVPC intends to extend the WHP-E1 by installing an annex structure, named WHP-E1-A, to accommodate additional slots for drilling activities. The E1-A Slot Extension platform is located in the West side of the existing WHP-E1, with the South sides of both platforms aligned to suit the approach of jack-up drilling rig. The E1-A is a tripod jacket platform, accommodate six (6) slots for drilling and be bridge-connected to WHP- E1.

Due to this modification, JVPC intends to update the Quantified Risk Assessment (QRA) for its Wellhead Platform E1 (WHP-E1) located in Rang Dong Field. The updated QRA will be carried out in reference to the “Quantitative Risk Assessment Report for E1 Wellhead Platform” previously performed by DNV, July 2001.

During the QRA update, all relevant Safety reports have been reviewed and incorporated into Risk analysis and calculations. The update QRA has focused on updating and identifying and assessing the additional hazards by E1-A; Individual Risk Per Annum (IRPA) of operation and maintenance teams, have been analyzed and quantified. Also, the Risk Reduction measures for E1-A are also recommended. The update QRA report has been satisfactorily accepted by the Client.

April - October, 2011: Training Courses on Safety Management, Risk Management and Risk Analysis/Quantitative Risk Assessment (QRA) Report for Vietnam Petroleum Institute (VPI) / Center of Petroleum Safety & Environment (CPSE).

CPSE is an affiliate Center of Vietnam Petroleum Institute (VPI), specializing in HSE studies and services. With the increasing needs for Health & Safety services and development, CPSE has requested HSEAll to provide a Training Program for Safety Management, Risk Management and Risk Analysis / Quantitative Risk Assessment for their Safety engineers staff. The Training program has been designed by HSEAll and covered following Training Courses:  

  • Course 1: Modern Safety Management & Risk Management; 

  • Course 2: Risk Analyses and Assessments: Methodologies and Approaches; 

  • Course 3:Quantitative Risk Assessment (QRA).

The training courses aim to provide basic and practical knowledge on Safety and Risk Managements, technical methodologies and approaches of Safety studies, such as HAZID, HAZOP, SIL, Fire & Explosion and Gas Dispersion Studies (FEGDS), etc.. In the last course, methodologies and practices of QRA, one of the most complicated Safety Studies, have been introduced for Offshore and Onshore O&G installations, and Pipelines, etc.. Common and useful Softwares/Tools for performing QRAs have also been introduced.

Being delivered in 8 class days totally, the training courses are highly evaluated by the Students as well as CPSE, generally.

March - April 2011: Safety Management Program (SMP) Report for the BHP Billiton Vietnam (BHPBV) Exploration Drilling Campaign in Blocks 28 and 29/3, offshore Vietnam.

BHP Billiton Petroleum (Vietnam) Corporation, hereinafter called BHPBV, is the Operator of offshore Blocks 28 and 29/03 under Production Sharing Contract (PSC), signed between PetroVietnam (PVN) (50%) and BHP Billiton Petroleum (50%)

BHPBV has proposed an exploration drilling campaign in Blocks 28 and 29/03. As per the Vietnam regulatory requirements, BHPBV is required to develop a Safety Management Plan to detail how BHPB will manage their safety obligations during the exploration drilling campaign. As an Oil and Gas producer, BHP Billiton Petroleum, hereinafter called BHPB, has developed its robust Health – Safety – Environment Management System (HSE MS) for its businesses worldwide. The BHPB Petroleum World Wide Drilling department has a detailed HSEC MS that complies with all the requirements of the BHPB Petroleum HSE MS, including additional detail on how the BHPB HSE MS implemented during drilling operations. It is the intention that BHPBV will utilize BHPB WWD HSEC MS to develop a Safety Management Plan (SMP) for its drilling campaign in Vietnam. The BHPBV SMP shall then be demonstrated to relevant Authorities that it is in compliance with Vietnam regulatory requirements for the exploration drilling activities in Blocks 28 and 29/3.

The BHPBV SMP Report has been demonstrated, by CPSE, to the relevant Authorities; and it has been approved by the relevant Authorities that developed BHPBV SMP is complied with Vietnam regulatory requirements for the exploration drilling activities.

March - April 2011: Quantitative Risk Assessment (QRA) Study for the BHP Billiton Vietnam (BHPBV) Exploration Drilling Campaign in Blocks 28 and 29/3, offshore Vietnam.

Further, as per the Vietnam regulatory requirements on Risk Management, BHPBV is also required to assess the associated risks with the exploration drilling activities: Therefore, BHPBV has proposed to perform a Quantitative Risk Assessment (QRA) Study for the exploration drilling campaign in Blocks 28 and 29/03. The objectives of the QRA study are to determine the level of risk associated with the drilling activities performed by ‘Offshore Resolute’ Jack-up (ORJ) and compare it with the acceptance criteria given by BHP Billiton Petroleum (Vietnam).

The QRA Study has been demonstrated by CPSE to the relevant Authorities; and it has been approved by the relevant Authorities.

June 2009: Quantitative Risk Assessment (QRA) Report for the Subsea Gas Pipelines on the White Sea Lion-White Rhino-White Tiger offshore oil Fields.

The White Sea Lion-White Rhino-White Tiger subsea Gas Pipelines project is developed to collect associated gases from White Sea Lion and White Rhino oil fields through existing Compression Platform and/or offshore transportation pipelines to onshore. The project owner is Petrovietnam Gas Corporation (PVGC) The report has been analyzed and quantified following concerns:

  • Risk to Human Safety: combined Likelihood and Consequences of fires and explosions potential causing human injuries/fatalities;

  •  Risk to Business: costs of business interruptions and repairs of the subsea pipelines.

Client: The QRA has been subcontracted to HSEAll by Petrovietnam Gas Project Management Consultant Company (PV GPMCC).
